Title I Parent Involvement Plan



Blackburn Elementary School makes every effort to develop and keep the school, the family, and the community involved in the students’ education. We believe that a child’s education is the shared responsibility between these three parties. Blackburn develops and supports six types of parent involvement: Communicating, Parenting, Volunteering, Learning at Home, Decision Making, and Collaborating with the Community.

Parents receive communications and are made aware of their child’s development daily, weekly, and monthly.

 Conferences: An initial conference with the homeroom teacher is scheduled at the beginning of the year. Subsequent conferences may be requested throughout the year. Conferences are typically held during the day between 7:30 and 3:30 pm.

Blackburn strives to help families cope with the demands of parenting. Workshops and printed materials are provided to this end.

Monthly parenting newsletters are sent home in the C.A.R.E. folder:

   Helping Children Learn
 A literature rack with free booklets and pamphlets is located in the school lobby.

Blackburn encourages parents to volunteer and participate in various settings. Volunteers working in the school are asked to sign in and sign out so a record of their hours contributed can be kept.

   C.U.B. Club (Caring, Understanding, and Believing: Volunteers provide an extra relationship or tutoring.

Learning at Home

Learning at home is an important part of every student’s success. To help parents with the task of supporting their child’s learning, Blackburn’s Media Center offers videos, books, games, pamphlets, and articles. These items are available for checkout, and can aid parents with the following concerns:
   Academic skills (reading and math)
   Dealing with divorce

  Decision Making
Blackburn elementary values parents’ input. Parents are invited to participate in the following assemblies: 

   Governance Team: Members are elected and meet throughout the year to discuss curriculum, events, and ways improve the school.  
Parent Involvement Planning Committee: Members are voluntary, and all parents are encouraged to get involved.   
Surveys and opinion polls: These allow the administration to gather the input of the majority of parents.

  Collaborating with the Community

Blackburn maintains partnerships with local businesses and service groups. These help advance learning, provide support for families, and send mentors to work with students. Community members volunteer at a variety of events, such as Grandparent’s Day, Thanksgiving Lunch, Bear Jamboree Day, Read Across America, Science Fair Judging, and Field Day. Our students greatly benefit from our volunteers efforts and support.

Parent/Guardian Right to Know Teacher Qualifications

Dear Parent/Guardian:


In compliance with the requirements of the Elementary and Secondary Education Act (ESEA) statute, the Lumpkin County Charter System seeks to inform parents/guardians that you may request information about the professional qualifications of your student’s teacher(s). The following information may be requested: 

1.     certification;

2.     college major/graduate certification or degree held by the teacher;

3.     qualifications of the paraprofessional, if paraprofessional services are provided.
